N1  - Cover title; Summary: This document lays out a possible road map for resolving the conflict between Pashtun nomads (Kuchi) and Hazara as to access to pastureland in the central highlands. The central highlands include the foothills in western Maidan Wardak and western Ghazni Provinces, as well as the higher pastures of Bamyan Province, eastern Ghor Province and Day Kundi Provinces. This strategy has been largely developed for the benefit of two sets of actors who have major decision-making roles when it comes to determining how the conflict between Kuchi and Hazara will be settled. These are (i) the Ministry of Agriculture, Irrigation and Livestock (MAIL) and (ii) the Presidential Commission for Resolving the Hazara Kuchi Pasture Conflict--(p. 1)
