“As you’ve seen in this report with the support from the international community we have made significant strides. We are confident that the war in Afghanistan is imminently winnable, but only if the Afghans are enabled to defend their nation. We do not want to be a permanent burden on the international community. The Afghans cannot ask for and do not expect the help of the international community forever. What we do ask is to be given the requisite support so that we finish the job and are able to guarantee the security of our nation against internal and external threats. We once again look forward to becoming a constructive member of the world community and a valued contributor of regional stability and global security”—(p. 26).
