The staff of the JEMBS overcame enormous obstacles posed by unforeseen security incidents, communications and infrastructure to open all 34 provincial offices on time at 08:00 on 30 April 2005. At the closure of Nominations at 16:00 on 26 May in Nangarhar province, a total of 6,102 Afghan men and women had filed nomination papers to stand as candidates for the Wolesi Jirga (Lower House of the National Assembly) and Provincial Council elections…”—(page 3).
