Summary, etc Summary: “The Women’s Resource Centre (WRC) and the Wheat Bank (WB) scheme of the Afghanaid (AAD) became operational in fall 1996. The WB scheme actually constituted community-based village ‘seed’ banks, launched with improved wheat ‘seed’ grants from the AAD. The WB operated a system of revolving wheat ‘seed’ accumulated through individual loans and savings (20%) for cultivation only (not consumption), in order to help increase food production in wheat-starved Badakhshan…”—(page 1).
