General note The formation of Hizb-e Wahdat represented an important step in the political development of Afghanistan's Hazaras. Firstly, it unified all the political groups of a community that has historically been notoriously fragmented and divided, and it marked the end of a devastating civil war and (temporarily) of factionalism in the Hazarajat region. Secondly, it symbolized the consolidation of the supremacy and political leadership of the Hazara clergy who had, in the previous years, totally defeated other social and political groups in the region—(p. 16).
General note Summary: This paper offers a strategy to decouple the dynamics of the Federally Administered Tribal Areas (FATA) of Pakistan from events and processes in Afghanistan as well as providing a way for the new civilian government in Pakistan to begin to engage with issues in the FATA. Other papers from this new research unit are available on their webpage, all focus on Pakistan issues.
